Il nostro blogspot non e` stato aggiornato da mesi NON perche` eravamo spariti ma perche` siamo stati coinvolti in una battaglia non indifferente per trasparenza e legalita` per i gatti terremotati. In tutto questo periodo abbiamo, in silenzio, portato avanti la nostra assistenza ai gatti terremotati, con amore e diligenza, ed a persone sfollate con compagni non umani. Ora proponiamo una protesta ad hoc come da comunicati qui riportati:

Ma qualcuno, quel qualcuno a cui è affidato il controllo, che fa? Le parole crociate, invece di prendere provvedimenti?
Fino a quando quel qualcuno permetterà che i nostri soldi vengano intascati pro tasca propria?
Stato, se ci sei batti un colpo, altrimenti Stato, perdi i cittadini!
Stato, ci stai togliendo anche la speranza che la Legge, ah la Legge, sia applicata.

COMUNICATO RAN

Video Denuncia SOS CATS ABRUZZO pubblicato su You Tube

E` dall’ottobre 2009 che la sede secondaria della mia onlus, R.A.N. sede Abruzzo, sta protestando contro gravi violazioni della L.281/91 e della L.266/91, legge quadro sul volontariato, da parte dell’ASL AQ.

Essendo presente nelle zone terremotate da meta` aprile 2009 e rendendomi conto che non c’era una cultura molto pro gatti nella zona, nell’agosto 2009 ho presentato il progetto SOS Gatti Terremotati (dettagli disponibili nel nostro blogspot: sosgattiterremotati), con l’obbiettivo di lasciare nella zona qualcosa che potesse durare nel tempo a favore della tutela dei felini locali.

Pur avendo il Patrocinio del Comune dell’Aquila ed in seguito anche quello del Ministro Michela Vittoria Brambilla, L’ASL locale non mi ha permesso di portare avanti suddetto progetto, che di fatto e` stato ostacolato pur di mandare avanti un fantomatico progetto “benessere piccoli animali” dell’ASL AQ, di cui nessuno ha potuto verificarne l’esistenza fin’ora. L’ASL AQ ha poi “favorito” un’associazione irregolare, che aveva spudoratamente presidiato il Canile Sanitario AQ a meta` settembre, per godersi insieme le luci di ribalta dei media locali. Avessero almeno lavorato bene!

Il risultato di questa collaborazione illegale fra l’ASL AQ ed un’associazione locale non riconosciuta ha portato SOLO a disagi e dolori sia ai gatti terremotati che agli sfollati con compagni felini: adozioni non a norma di centinaia di gatti padronali dalle zone terremotati – a scapito della “guarigione psicologica” dei terremotati che cercavano e cercano tuttora i loro amati compagni non umani dispersi nel sisma e scomparsi in nulla nei mesi scorsi, mancato censimento gatti necessario sia per monitoraggio benessere gatti che per sterilizzazione dei randagi, assistenza gatti terremotati intrappolati nella Zona Rossa di pessimo livello e MAI controllato dall’ASL AQ, nessun programma di sensibilizzazione presso la popolazione locale a favore del mondo felino, nessun riconoscimento “colonie feline” e rispettivi responsabili, “sparizione” di centinaia di gatti sani nelle zone terremotate (per adozioni “irregolari” al Nord oppure per stenti?).

Vari appelli alle autorità e media locali riguardo questa situazione di totale mancanza di trasparenza non hanno portato a nessun esito concreto. E i soprusi sui gatti terremotati continuano ancora oggi a dispetto di tutte le leggi in vigore nel nostro paese re. tutela gatti ed il volontariato.

E` accettabile che dopo i fiumi di denaro e donazioni che sono defluiti nel Cratere del Sisma non solo dal governo e milioni di singoli cittadini italiani ma anche dall’estero, che l’ASL AQ ed una manciata di aquilani in malafede possano continuare ad agire in barba delle leggi nazionali in vigore nel nostro paese – NON da ieri bensi` dal 1991?! E` possibile che i dirigenti sanitari locali NON siano a conoscenza dei dettagli di suddette leggi? Oppure vogliono semplicemente ignorarli?

Lo scopo del nostro video denuncia e` quello di sbucare il muro di gomma costruito intorno al Cratere del Sisma da alcune autorità locali per portare alla conoscenza del mondo intero gli illeciti perpetrati vergognosamente su poveri animali indifesi e sugli sfollati con compagni non umani. L’Aquila ha ospitato il G8 nel 2009? Nel 2010 le autorità aquilane vogliono finalmente adeguarsi allo standard nazionale per tutela animali oppure vogliono rimanere nell’eta` della pietra?!

Chiediamo la vostra collaborazione per la massima diffusione del nostro video denuncia e di questo comunicato in tutta Italia con la preghiera di inviare mails/fax di protesta alle autorità aquilane!

IL CRATERE DELL’ASL

Il giallo dei... terremo gatti dell’Aquila di Stefania Piazzo


Non chiamiamola guerra tra gattari. Le cose non stanno così. Sembra una storia da niente, quella della zona rossa dell’Aquila. Eppure nemmeno i gatti sono rimasti indenni dagli effetti delle macerie e dalle polemiche, che sono le pietre che resistono a qualsiasi fenomeno e lapidano le coscienze. Andando al sodo la questione è semplice: da una parte c’è un’associazione, la Ran onlus, operativa dal 10 aprile 2009 nella città. Dall’altra una realtà che ne avrebbe “occupato” ruolo e missione. Un po’ di domande sul tavolo già ci sono, escludendo in primis quella più sciocca: «Ma con tutti i problemi che ci sono nel post-terremoto, mancavano anche i gatti?». Ovvio che sì, perché non bastano le loro sette vite a suggerirci un filo rosso che apre il varco di domande, interrogativi.I soliti: l’Asl, il Comune, i volontari, chi si occupa di chi e come e cosa. Per farla breve, parte un progettino niente male, “Sos gatti terremotati”. Parte, s’intende, con l’autorizzazione del sindaco, con patrocinio del Comune e del ministero del Turismo. C’è anche un’Unità di crisi veterinaria, che doveva provvedere al recupero degli animali e a prevenire la diffusione di malattie. Al resto, dovevano pensarci i volontari. Come al solito. La Ran si organizza e, forte dell’esperienza sul campo delle colonie feline romane, entra nella zona del Cratere. Viene contattata dall’Istituto zooprofilattico di Teramo e viene accolto il piano per censire, individuare i gatti padronali e le postazioni alimentari. Pronti, via. A fine maggio il progetto diventa operativo nella zona rossa. E chiede la collaborazione ai volontari del territorio. A Ran che chiede rendiconti dettagliate su donazioni, un registro di cassa tanto per capire, e la rinuncia a postepay personali, il gruppo dice di no. Meglio far da sè. E parte la prima bordata, un esposto, per denunciare l’apertura dei “dissidenti” di un “centro operativo” nel canile dell’Asl, «in violazione della legge 266/91, la legge quadro sul volontariato, senza l’autorizzazione scritta né dell’Asl né dell’Unità di crisi veterinaria».Viene ventilato un «progetto benessere piccoli animali» ma i dettagli ancora sfuggono, denuncia l’associazione Ran. Perché preferire una non onlus a chi lo è già? E ancora, si interroga la Ran, che fine ha fatto il censimento dei gatti del Cratere? Dov’è il registro delle colonie feline? E dei gatti sterilizzati? Che fine hanno fatto i punti ristoro in zona rossa? Peccato, c’era pure una convenzione tra l’Ordine dei medici veterinari aquilani e l’Anmvi con Ran per le sterilizzazioni... Allora, sono solo beghe tra animalisti o all’Asl hanno pesi e misure diverse per distinguere chi è o non è a norma di legge?
Crollata la città, crollano anche le norme sul volontariato? ste.pi.

Dear friends,

This blogspot has not beeen updated for months NOT because we sent AWOL or abandoned the cat victims of the quake to their fate, but because we have been engaged in a fierce battle against all odds for transparency and legality for the earthquake hit cats of Abruzzo. All this time, we have continued to provide the cats in question with TLC as well as assitence to displaced persons with pets. Please check out the communique` below that presents the contents of the video:

It is since October 2009 that the local office of our non profit organization, R.A.N. has been protesting against serious violations of national Law 281 of 1991 on animal welfare and national Law 266 of 1991 on volunteer organizations by the local Veterinary Service, ASL AQ.

We have been present in the earthquake hit area since mid April 2009, providing people and animals with aid. Realizing that there was little or no sympathy for cats in the area, I proposed a specific project ("SOS Gatti Terremotati" - SOS Cat Victims of the Quake), as illustrated in this blogspot, for the purpose of promoting efforts and programs that could last in the region in favor of feline welfare .

While we did attain the authorization and moral sponsorship of the local Town Hall, and thereafter that of Minister of Tourism Michela Vittoria Brambilla, our project has been hampered since mid September 2009 by the local Veterinary Service a.k.a. ASL AQ, which opted to favor its own “project for animal welfare”, the official existence of which has yet to be confirmed! ASL AQ then gave their backing and collaboration to a handful of local “volunteers” who had illegally taken command over the their office and dog pound. Perhaps to bask togehter in the spotlights of the local media? If only they had worked well and respected laws!

The results of this illegal collaboration between ASL AQ and an alleged “volunteer organization” has led only to the suffering and neglect of the earthquake hit cats of Abruzzo, "illegal adoptions" of hundreds of pets out of the earthquake hit areas - further aggravating the suffering of displaced families desperately searching for their beloved pets, to no official census on the number of cats that survived the quake and on which are strays or pets, no monitoring by ASL AQ on the well being of these felines, no official recognition of “feral colonies” and respective caregivers, to the “disappearance” of hundreds of cats from the earthquake hit areas even over the past few months (due to “deportations” to cat sanctuaries in Northern Italy or neglect?).

Numerous appeals to local authorities for transparency and legality have led to NO results. And the rights of the local feline population to daily care and those of volunteer organizations to operate in the region, as provided by law, continue to be ignored.

Following the hundreds of thousands of euros that flowed into the earthquake hit areas from the government, from millions of Italian citizens across the country and from overseas as well, is it acceptable for local authorities and a handful of so-called “volunteers” to operate in the earthquake hit areas in outrageous violation of Italy’s national laws - in force not since yesterday but since 1991?! Is it possible that the managers of ASL AQ are not aware of the norms and regulations set out by national laws in regards to animal welfare and volunteer organizations? Or could it be that they simply want to ignore them?

The scope of our video protest is to challenge the propaganda diffused to date by the above mentioned persons and to expose the illegalities perpetrated shamefully by local authorities on the poor defenseless cats of Abruzzo and on displaced families with pets.
L’Aquila hosted the G8 in 2009. In 2010 are L’Aquila authorities finally ready to upgrade local practices and norms on animal welfare to national standards or do they intend to remain bogged down in the Stone Ages?

But he/she, that someone held accountable for controls, what does he/she do? Cross word puzzles, instead of taking action?

How long will that someone allow for our money to be pocketed for his/her own good?

State, if you’re here let us know you’re here, otherwise State, you will loose your citizens!

The Story of my experiences with “99GattiAQ”

“ It was on April the 6th that I was given shelter at the tent camp of Piazza D’Armi. Our 8 cats were at our place and we took them food and fresh water every other day. By the end of April seven of them had disappeared – only Briciolo was left to stand guard".


In May I met Sandro Tosone who, alongside other volunteers, fed the cats in the area. I told him I was ready to give them a hand and he said that he would let me know when the volunteers left – which led me to believe that the volunteers were not from l’Aquila. Days passed and in the meantime, I started taking care of three local feral colonies (which are still under my control) and took in 3 abandoned kittens (the mother is said to have died a month and a half before). Two of these kittens were taken to the local veterinary service of Collemaggio, where they were taken in and nursed by Doctor Paola. One of them stayed on with me.
At times, I met Tosone and each time I confirmed my readiness to help.

In June, Briciolo disappeared from home.

In August, Tosone called me for a meeting at the dog pound of the local veterinary service at Collemaggio: to discuss the creation of an organization with a certain Josephine, whom he highly respected.
Representatives of Cuccefelici, LAV were there as Josephine Scandi for R.A.N. Onlus and Paola Strinati, one of the volunteers of the Veterinary Crisis Unit.
Josephine spoke of the laws and regulations concerning animal welfare in particular reference to cats; she intended to open a local office of her non profit organization at L’Aquila, as provided for in her project “SOS Gatti Terremotati” (SOS Cat Victims of the Quake), and to launch ties of collaboration with various organizations in order to work efficaciously and in synergy in regards to animal welfare – census of cats, spayings neuterings, feeding stations for cats, assistance to displaced persons with non human companions – in the dramatic consequences of the quake of April the 6th.
She asked for maximum transparency in regards to eventual donations, calling for Paola Strinati and other local volunteers to avoid asking for donations with personal Pay Pay or Post Pay accounts, and for all donations to be regularly recorded in relevant receipts and expenses books.


Strinati refused to give her collaboration (opting to found a group of her own) and the meeting was adjourned inconclusively.
My collaboration was then accepted by these volunteers in daily food distribution for the cats in the red zone, carried out by Katy Marzoli and a few others. I thus began my rounds in the company of Katy and the firefighters in accordance to a mapping done precedently on the feeding stations.
Some time later, I received an email with news on the creation of the organization called 99GattiAQ.


On September the 4th, my wife and I were transferred to the Finance Police Academy of Coppito.
Due to the distance from the historic center of the city and that I was temporarily employed in a temp job, my collaboration with the above mentioned persons was cut short to once a week stints – on Saturdays.


In the second half of September, I contacted Josephine as I could no longer obtain food for the colonies I managed – in precedence, I collected enough food for these cats from the cafeteria of the tent city I used to be lodged in. Furthermore 99GattiAQ was interested solely in the cats inside the so-called “red zone”.
In an effort to be honest with them, on the occasion of paying my quota for the insurance policy for volunteers, I told a member that I was also collaborating with Josephine and that Paola Strinati should be informed.
The following Saturday, I went to the dog pound as usual to take part in my weekly shift for feeding the cats in the red zone. I was told that Katy had gone with Paola Strinati.
I was given no explanation and provided with no information.
Aware of the fact that I was no longer welcome in that group, I stopped seeing them.


In November, or at the beginning of December, Katy too was transferred to the Finance Police Academy, from where she would be picked up daily by the fire fighters for the rounds of cats in the red zone.
Knowing that she was on her own, I offered to give her a hand twice but she refused.

During the first 2 weeks of January, word got out that feeding stations were empty.
I carried out a tour of the sites concerned starting from Duca degli Abruzzi and surrounding areas to discover that the feeding stations were abandoned: with no food bowls in sight and just a few with filthy water, a dry food dispenser completely empty.
I informed Josephine, who came up to L’Aquila, and together with an official of the Civil Protection Department, carried out an inspection of the feeding stations in the eastern sectors of the red zone – they were all in a state of complete abandonment, and we even found a food dispenser (previously purchased and donated by Josephine) thrown half broken right into the corner of a street.

We thus decided to take care of these feeding stations, within the realms of my possibility (as I did not have a car and had to do the rounds on foot), and I started to distribute food in some 20 feeding stations on alternate days in the northern and southern sectors of the red zone.
During my rounds I questioned several soldiers at various checkpoints in and around the red zone regarding the presence in the area of a “lady accompanied by firefighters to feed local cats”. Their replies were:
In Via Castiglione, corner of Bank of Italy: “It’s a long time we haven’t seen her”
In Via Fontansecco: “It’s at least 3 weeks she hasn’t shown up”.
In Via Duca degli Abruzzi: "A man, accompanied by firefighters, came to feed (his) cats”.
All of the above mentioned soldiers had seen Katy Marzoli in the past.
In the meantime, I repaired the damaged food dispenser we had found, placing it in an area out of sight.

On the 27th of January I encountered for the first time Katy Marzoli, in the company of the firefighters, on Piazza Matteotti, where she assaulted me verbally proclaiming to be the only one responsible for the feeding stations in that area between Via Vittorio Veneto and Pentima, throwing away all the dry and tinned food that I had already left in the appropriate bowls of the feeding station there.
On the 28th of January, I saw her again while crossing the Square of the Station on my way to the feeding station of Via Tancredi di Pentima, where I had left the recently repaired dispenser. Inside that area, in the garden of a private home - to the owners of which we had previously asked permission to leave food for local cats, the dispenser was gone and its contents were scattered across several meters outside the actual feeding zone.

In the meanwhile, we discovered that our cat who had stayed in our garden til June had been sent off to a cat sanctuary in Osimo by Chiara Ghiano, a.k.a. Aula Shaula in Facebook.
She had apparently trapped the cat in the garden itself – due to the fact that Briciolo was not used to leaving the premises of our garden. Our cat was sent off to another region without any information on him being recorded in the photo database of the lcal ASL, which we consulted every week.
This is what has happened to us till today, January 29th, 2010.

THE CRATER OF ASL

The mystery of the… quake cats of L’Aquila by Stefania Piazzo

Let’s not call this a war between cat persons. It’s not like that. It seems to be a nondescript story regarding the red zone of l’Aquila. Yet not even the cats have been left untouched by the debris and the controversies, which are the monoliths that resist all phenomena and rock our consciences. Getting down to the core of the question is simple: on one side a non profit organization RAN, operative in the city since April 10th 2009. On the other another entity that apparently “occupied” its role and mission. Several questions are already on the table, excluding in primis the silliest one: “But with all the problems in the post quake period, now even those regarding cats?” Why of-course, as it's not just their seven lives to show us a fine red line that leads us to unbolting the gate of questions, interrogations. The same old ones: the ASL, the Town Hall, the volunteers, who is accountable for whom and what and how. In short, a project not bad at all, “SOS Gatti Terremotati” (SOS Cat Victims of the Quake), is launched - mind you - with the authorization of the Mayor, with the moral sponsorship of the Town Hall and the Ministry of Tourism. A Veterinary Crisis Unit, responsible for animal rescue and for preventing the spread of disease, is also present. The volunteers were to take care of the rest. The same old story. RAN gets organized and endowed with its forte for assisting feral colonies in Rome, enters the Crater of the quake. It is contacted by the Istituto Zooprofilatico of Teramo and RAN’s plan for a census of the cats, the identification of pets and the creation of feeding stations is approved. Ready, set, go. The project is operative in the red zone by the end of May and RAN asks local volunteers to collaborate. To RAN’s demands for detailed reports on donations, for bookkeeping, and the relinquishment of personal Pay Pal accounts, this group says no. Better DIY. And the first shot is fired, charges pressed against the “dissidents” for opening an “operational center” at the dog pound of the ASL, “in violation of Law 266 0f 1991, the general policy law on volunteer organizations, without the written authorization of either the ASL or the Veterinary Crisi Unit”. There is talk of “a welfare program for companion animals”, but its details – RAN protests – are still intangible today. Why opt for an irregular non profit organization over one that is already officially recognized as such. And, RAN demands, what happened to the census of the cats in the Crater? Where are the registrations of feral colonies? And those of cats spayed and neutered? What has happened to the feeding stations in the red zone? Pity, RAN also had a convention with the Order of Veterinarians of l’Aquila and ANMVI (the national association of Italian veterinarians) for spayings and neuterings… So, is this just bickering between animal activists or ASL enforces different means and measures to distinguish who should be recognized as provided by law?
Now that the city has collapsed, have norms and regulations on volunteer organizations also come down crashing? ste.pi.
