Il 19/08/2009 il progetto SOS GATTI TERREMOTATI, promosso da Josephine Scandi come Presidente di R.A.N. - Rai Roma Animali Ambiente Natura onlus, e` stato presentato ai media locali a Bazzano (AQ), zona industriale, magazzino ASM, dall'Assessore dell'Ambiente del Comune de L'Aquila Alfredo MORONI in presenza del Direttore del Servizio Sanitario Veterinario d'Igiene degli allevamenti e delle produzioni zootecnhiche della ASL dell'Aquila Massimo CIUFFETELLI, del Presidente dell'Ordine dei Veterinari della Provincia dell'Aquila Giuseppe ASELETI e la sottoscritta Josephine Scandi in occasione della donazione di 200 chili di cibo secco ai gatti nelle zone rosse de l'Aquila da parte della ditta GIUNTINI LANDINI, rappresentata dalla Sig.ra Erika GRAZIOTTI.
Suddetto progetto, che ha il Patrocinio del Comune de l'Aquila, prevede l'istituzione di una sede secondaria di R.A.N. - Rai Roma Animali Ambiente Natura onlus a l'Aquila con lo scopo di:

- censire i circa 1.000-1.200 gatti a l'Aquila - Zona Rossa del centro storico e Zone Rosse nelle aree e frazioni limitrofe alla citta`, come previsto dalla L.281/91, L.R.86/99 e normative comunali re. tutela animali (cosa MAI fatto in passato).
- sterilizzare en masse dei gatti randagi in suddette zone in collaborazione con la Dott.ssa Dorothea FRIZ (medico veterinara e fondatrice della Lega pro Animale; sito web: http://www.legaproanimale.com/ ), l'ASL locale e l'Ordine dei Veterinari Provincia de l'Aquila.
- organizzare un seminario "formazione gattari" in collaborazione con l'ASL locale e l'Ordine dei Veterinari AQ per creare una schiera di gattare/gattari che possa garantire un altissimo "standard" in assistenza gatti randagi (alimentazione, soccorso e catture x sterilizzazione/cure mediche di gatti randagi) nelle zone terremotate.
- gestire l'assistenza gatti nelle suddette zone con utilizzo dei propri volontari (subentrando poi ai compiti fin'ora delegati ai volontari reclutati dall'Unita` di Crisi Veterinaria della Protezione Civile) come previsto da L.281/91, L.266/91, L.R.86/99 e normativa comunale de l'Aquila.
- assistere economicamente e logisticamente in collaborazione con l'Ordine dei Veterinari AQ le famiglie che hanno perso casa e lavoro in seguito al sisma del 06/04/2009 ad assistere i loro compagni non umani (cani e gatti).
- organizzare raccolte fondi in Italia ed all'estero per gli animali terremotati (sopratutto i gatti).
La nostra organizzazione NON si occupera` ne` di "recupero animali" (competenza dell'ASL locale) ne` di "stalli" e/o di adozioni di randagi, di cui si stanno occupando da tempo persone ed associazioni locali.
La stima del budget per le nostre operazioni nel periodo settembre 2009-settembre 2010 e` come segue:

La sterlizzazione en masse dei gatti randagi de l'Aquila ci e` stata offerta gratuitamente dalla Dott.ssa Friz con un risparmio di oltre 35.000,00 euro per le casse comunali e contribuenti locali. Le sterilizzazioni a tappeto saranno poi proseguiti dall'ASL locale.
Prevediamo di sterlizzare almeno 1.000 gatte randagi per fine settembre 2009.
Abbiamo stipulato una convenzione con l'Ordine dei Medici Veterinari Provincia dell'Aquila per la sterilizzazione dei gatti/cani di proprieta`, a cui l'ASL non puo` piu` dare assistenza medica gratuita, come segue:

Presentation: Project “SOS CATS ABRUZZO”:
The project “SOS CATS ABRUZZO” (in Italian “SOS Gatti Terremotati” – sos earthquake hit cats), promoted by Josephine Scandi, President of R.A.N. – Rai Roma Animali Ambiente Natura onlus, was presented to the local media on August 19, 2009 at the ASM Warehouse of Bazzano (AQ) by the local Town Hall Councilor for the Environment and Animal Welfare, Alfredo MORONI, in the presence of Director of the local ASL (Veterinary Department of the National Health Service), Massimo CIUFFETELLI, President of the Order of Veterinarians of the Province of Aquila, Giuseppe Aseleti and Josephine Scandi – on the occasion of the donation of 200 kilos of dry cat food for the strays in the Red Zones of Aquila by Giuntini Landini, represented by Ms. Erika Graziotti.
This project has the authorization of the Mayor of l’Aquila, Massimo Cialente, the moral Sponsorship of the Town Hall of l’Aquila and the moral Sponsorship of the Minister of Tourism, Michela Vittoria Brambilla.
Our project calls for the creation of a secondary office of R.A.N. – Rai Roma Animali Ambiente onlus at l’Aquila to:
- carry out a census of the some 1,000 cats at l’Aquila (Red Zones and surrounding areas and towns) for registering the various cat colonies with the local ASL (national health service veterinary department) as provided for by the national law n. 281 of 1991, Regional law n. 86 of 1999 and Town Hall regulations re. protection of strays – NEVER applied to date.
- spay/neuter en masse the strays in the above mentioned areas in collaboration with Doctor Dorothea Friz (veterinarian and founder of Lega Pro Animale; website: http://www.legaproanimale.com/ ), local ASL and the Order of Veterinarians of the Province of Aquila.
- organize a seminar on the “training of cat caregivers”, in collaboration with the Istituto Zooprofilatico Sperimentale per l’Abruzzo e Molise, sede Teramo, and/or with the local ASL and the Order of Vets Province of Aquila, to guarantee top standards in care giving activities to local cats.
- provide care giving activities (collect/distribute food donations; provide food and medicare) to the cats trapped in the Red Zones and surrounding areas with our organization’s volunteers.
- provide low cost vetcare (inclusive of spaying/neutering services) to the pets of families/single individuals who have lost their homes and jobs in the earthquake hit areas.
- raise funds and awareness in Italy and abroad for the needs of the animals (strays and pets) in the earthquake hit areas of Abruzzo.
An estimate of our budget for operations September 2009 – September 2010 is as follows:

The mass sterilization of stray cats in l’Aquila has been offered to us free of charge by Doctor Friz, under the sponsorship of AISPA UK, with savings of more than €35,000.00 for the Town Hall coffers and local taxpayers. Sterilization of strays will continue as provided for by local legislation by the local ASL.
We expect to spay/neuter at least 1,000 strays by the end of October 2009.
We have stipulated a convention with the Order of the Veterinarians of the Province of l’Aquila for low cost spaying/neutering of pets (cats and dogs), to whom free vet care can no longer be provided by the local ASL, as follows:
